Cisco Bug: CSCup96518 - Pressing the enter key doesn't save Add Instance form in Websetup

Description (partial)

Pressing the enter key does NOT save the Add/Edit Instance form in WebSetup when the following is true:
(a) focus is on "Instance Number" textfield AND
(b) browser is IE.

Instead it forwards to a broken page where the save button does not work.

Steps to reproduce the bug:
1. Log-in to websetup
2. Go to instance management page
3. click Add or Edit instance 
4. Fill in data
5. While focus is on the Instance Number textfield value press the ENTER key
5. save is not successful.

Observed behavior:  Websetup will navigate to a page where save button doesn't work.
