Description (partial)

Symptom:
Supervisor failover results in X-Bar fabric modules powering down with the following error message: %XBAR-5-XBAR_INIT_FAIL: Xbar [<slot #>] reported failure during initialization return_code 0x1 (not enough memory).

Conditions:
Issue occurs on Nexus 7000s with Sup2E/Fab2 combination
