Symptom: When a failover partner is reloaded, one partner unexpectedly enters POTENTIAL-CONFLICT or fails to go into PROTENTIAL-CONFLICT when expected. Additionally, one partner may incorrectly stay in RECOVER state for longer than the MCLT period (but no longer than the time skew between the failover partners). Conditions: When running failover, if the main and backup servers have different times (more than a few seconds), this problem could appear whenever either server is reloaded.
