Description (partial)

Symptom:
On R-IDC with 50+ Talkgroups, P25 Channel stays in yellow ring when tried to power it in Gateway mode.

Conditions:
1. Launch R-IDC with 51 TGs (combination of channels, secure channels, VTGs, P25 channel, Radios, Incidents)
2. Power up 50 talkgroups
3. When user tries to power up 51st TG as P25 channel in GW mode, the error of max limit (50) has reached never shows up even though debug log shows the error. P25 channel just starts blinking yellow ring.  P25 TG doesn't even show the red cross error. In event log  just says 'disconnected' repeatedly. Without error message, user doesn't know that 50 TG limit has reached.

IDC limits 50 TGs in R-IDC for audio quality issues, so the error should be shown for P25 channels(for both Gateway and End-to-End (native) mode as well.
