Description (partial)

Spanning-tree uplinkfast doesn't work on connection GE to FE

[Test Procedure]
1. Connect UUT's GE switchport1 to PEER's GE switchport1
2. Connect UUT's GE switchport2 to PEER2's FE switchport1
3. Connect PEER's GE switchport2 to PEER2's FE switchport2
4. Configure above 6 interfaces "switchport access vlan 1"
5. Enable "spanning-tree vlan 1" on above 3 devices
6. Enable "spanning-tree uplinkfast" on UUT
7. Let PEER2 become spanning-tree router and UUT's GE switchport2 "FWD", GE switchport1 "BLK"
8. Shutdown PEER2's FE switchport1

[The Observation]
For uplinkfast enabled, blocked GE switchport1 should become "FWD" in 5 seconds. However, it needs 30 seconds.
