Description (partial)

Symptom:
When performing an In-Service Software Upgrade ()ISSU) or a Stateful Switchover
(SSO), Any Transport over MPLS (AToM) xconnects may fail to come up.  The
output of <CmdBold>show mpls l2transport vc<noCmdBold> contains the following:

   Signaling protocol: LDP, peer unknown
     Targeted Hello: 30.0.0.1(LDP Id) -> 30.0.0.2, LDP is DOWN, no signaling

Conditions:
These symptoms have been observed when the Attachment Circuit is an ATM
Virtual Circuit (VC) or Virtual Path (VP), LDP Non-stop Routing (NSR) is
configured, and ISSU is performed from Cisco Version 15.4(1)S1 or later to any
later version, or SSO is performed on Cisco Version 15.4(1)S1 or later.
