Symptom:
CSM reports an OOB change even if order of a few config lines are swapped in the device configuration without making any changes to the semantics.

If we have an object-group in CSM at line number 100 and the same object-group exists in the ASA config at any line number except 100 then CSM detects the OOB. The CSM behavior is fine but this should be documented in the config guide to avoid the confusion.

Configuration line are swapped in the device configuration without making any changes to the semantics.
