Description (partial)

Symptom:
Connectivity issue to end hosts after L3 switch.

Nexus 3000 will not flood unknown unicast destined to a host for which ARP is resolved, but L2 forwarding table is empty for given destination mac.

Conditions:
- Nexus 3000
- L2 table does not have the destination mac address and not programmed in L2 forwarding table.
- ARP entry for the destination IP address is complete and valid
- Flow in discussion is L3 switched.
