Description (partial)

While configuring policing on an N7K via a Python onePK app, with rate_units set to BPS (bits per second) and burst_units set to BITS, it is observed that the cir and pir values get set incorrectly by a factor of 8.

For example, if the values being configured are:
CIR = 100000 bps
PIR = 120000 bps
bc = 8000 bits
be = 16000 bits

Then, CIR gets incorrectly configured as 800000 bps & PIR as 960000 bps on the N7K:
