Description (partial)

Symptom:
When a user receives a Dispatch message in their inbox.  If the user has a notification device configured to dial out to Work, Mobile, etc. and they have the "Repeat Notification if there are Still New Messages" enabled for any time value, UC never dials out.  As soon as the "Repeat Notification if there are Still New Messages" check box is unchecked, UC correctly calls the notification device upon receiving dispatch messages.  

This is 100% reproducible on both CUCMBE 5000 8.6.2ES69.23900-69 and Standalone UC 10.0.1.10000-24.

Dispatch messages configured combined with notification devices enabled for "Repeat Notification if there are Still New Messages"
