Description (partial)

Symptom:
When the power capping policies are enabled, and alert action is selected as "Alert and Shutdown", host will be shutdown when CIMC is unable to maintain the power consumption within defined power cap. On the next power on, a SEL message will be seen "Management Engine: Firmware Health Sensor, BMC didnot respond to ME's platform cold reset request asserted"

Conditions:
When the power capping policies are enabled, and alert action is selected as "Alert and Shutdown", host will be shutdown when CIMC is unable to maintain the power consumption within defined power cap.
