Symptom:
UCS Fabric Interconnect crashes due to kernel panic with no core

Conditions:
Issue occurs during processing of AIPC messages, used by NX-OS MTS for inter process communication

Issue occurs due to a race condition where we attempt to free memory AIPC related packet data incorrectly

Operations that generate large amounts of AIPC messaging such as addition of new chassis/blades may be more likely to trigger this issue
