Description (partial)

Symptom:
CUCM is sending Re-INVITE to Incorrect Remote Target URI after glare with Target-Refresh Re-INVITE.


Conditions:
There are three endpoints involved in the call scenario. Endpoint1 Initiates the call and endpoint2 receives it and responds back with a 200 ok. A Glare condition occurs when endpoint1 and endpoint2 sends a re-invite at the same time. 

1. Re-INVITE from endpoint1 to CUCM
2. Re-INVITE from CUCM to endpoint2
3. Re-INVITE(Target Refresh Request) from endpoint2 to CUCM with "Contact:endpoint3". Glare occurs.
4. CUCM & SIPP2 sends 491 & ACK to each other.
5. CUCM sets Request Pending Timer as 4000 ms.
6. After back-off timer of 4 sec CUCM sends Re-INVITE to endpoint2 with Remote Target URI is endpoint3.
