Description (partial)

Symptom:
A host may not be able to resolve ARP for their HSRP GW if it is single-homed to a VPC secondary device with dual-active exclude interface-vlan configured for the SVI that hosts the HSRP VIP.

Conditions:
- Nexus 7000s in VPC.
- Peer-keepalive up, peer-link down.
- Dual-active exclude interface-vlan is configured for the SVI.
- No other L2 route between the VPC peers for the Vlan.
- VPC secondary is HSRP active
