Switch crashes when CDP is enabled.

Below line can be seen in crahinfo:
IOSD-EXT-SIGNAL: Segmentation fault(11), Process = CDP Protocol

Conditions:
Symptom is seen on 4500 with version Version 15.1(2)SG3 with cdp and app tlv enabled.
