Description (partial)

While configuring a L3 ACL on an ASR9K via a Python onePK app, if the prefix length of the source or destination prefix is not set, it gets set to the default value of zero. When the prefix length equals 0, the ACE gets configured incorrectly on the ASR9K with src/dst prefix set to "host" IP address instead of "any". 

Prefix length is the number of leading zeros in the inverse subnet mask specifying the bits that we care about in the src/dst IP address. Which implies that if this value is zero, it should be equivalent to matching on "any" IP address.
