Description (partial)

Symptom:
When configuring a L3 ACL on a Network Element via a Python onePK app, the source/destination prefixes and their prefix lengths in the ACL are currently configured as separate properties of the L3Ace object. 

It would be desirable to pass src/dst prefix and prefix length in the same API in Python for two reasons:

1) To ensure that prefix length (also inverse subnet mask) gets set avoiding the possibility of any confusion for when it defaults to zero when it is not explicitly specified, causing the src/dst prefix to be configured as "any"

2) In order to be consistent with the C & Java SDKs
