Description (partial)

Symptom:
SIP phone registered to CUCM via the Lineside feature are unable to make calls using non-enbloc dialing (KPML). 

When an IP phone goes offhook first then a digit is pressed, a SIP Invite gets sent to CUBE then gets forwarded over to CUCM. The CUCM server then sends back the subscription for KPML for the IP phone however the CUBE shows the following error then sends a 503 Service Unavailable back to CUCM.
