Symptom:
when half configured LSP is present with a fully configured LSP, "manage mpls-tp tunnels" function from map enables the locking of the up LSP
but when initiated - it fails and exit with error as the tunnel is now fully down
however this is left with 1 side configured as locked and the other side is not locked
furthermore there is no rollback system for such an occurrence

Conditions:
an mpls-tp setup of routers that have an mpls-tp tunnel with 1 active and fully configured LSP and 1 LSP that is configured only at one of the tunnel-edges (be it working or protect LSP)
