In rare cases LISP local EID database prefix incorrectly reported as reachable after RIB route providing reachability has been removed from the RIB.

Reachability to EID space is provided by a recursive BGP or static route and the route becomes unreachable because the reachability of its next hop changes. This can happen if the BGP or static route next-hop resolves, for example, through a connected route and that connected is removed from the RIB triggered by an interface shut.
