Symptom:
Standby RSP crashes after 'no ipv6 mld snooping' with configuration sync failure error messages:

*Apr 23 07:47:32.538:  RP sending reload request to Standby. User: ConfigSync, Reason: Config Sync Failure
*Apr 23 07:47:33.410: %HA_CONFIG_SYNC-3-LBL_CFGSYNC: Unable to sync due to IPC timeout or IPC rsp loss with current timeout(500) in second
*Apr 23 07:47:33.410: %HA_CONFIG_SYNC-3-LBL_CFGSYNC: Unable to sync config-changed command(ipv6 mld snooping ) to standby

7600 with redundant RSPs in SSO
