Description (partial)

Symptom:
Secondary vlan shut does not take effect on private-vlan host and promiscuous ports. On a PVLAN host port and promiscuous port, traffic goes through out of egress ports, but it should not since the secondary vlan is in a shut state.

Conditions:
1. When a secondary vlan is shut
2. This traffic is seen egressing out from host or promiscuous ports 
(Trunk promiscuous and trunk secondary ports are fine and traffic does not egress out)
