Set the contrast on the phone to MAX
Restart the phone
The setting for contrast is maintained, but is not reflected on the device LCD screen.  The LCD screen is lit as if it set to 1/2.  

This is very challenging for end users who have these phones locked down in common areas.

Set custom contrast level (e.g. MAX)
