Cisco Bug: CSCup81082 - EC - RPS/RPO: Adding many QAM source defs fails to be 100% successful

Description (partial)

Symptom:
When using RPO to add many QAM source defs, roughly 25% of them will fail.

This only happens on MQAM and GQAM. RFGW-1 has more sources definitions than the MQAM/GQAM, but doesn't have this issue.  CAQAM also doesn't have this issue, but not sure if it's because my CAQAM build has low amount of sessions.

This happens to almost all systems that used RPS/RPO.

Example from one system.
Started with the following:
ASI_SrcDef (MQAM) 4/27 failed with "Session Network Resource Allocation failed"
Mcast_QAM_SrcDef (GQAM #1) 6/19 failed "Session Network Resource Allocation failed"
Mcast_QAM_SrcDef (GQAM #2) 40/128 failed "Session Network Resource Allocation failed"
Ip-Unicast_Qam_SrcDef (GQAM #1) 12/41 failed "Session Network Resource Allocation failed"

Re-run the failures:
ASI_SrcDef (MQAM), previous failures succeeded
Mcast_QAM_SrcDef (GQAM #1) 3/6 failed "Session Network Resource Allocation failed"
Mcast_QAM_SrcDef (GQAM #2) 12/40 failed "Session Network Resource Allocation failed"
Ip-Unicast_Qam_SrcDef (GQAM #1) 3/12 failed "Session Network Resource Allocation failed"

Re-run the failures:
Mcast_QAM_SrcDef (GQAM #1) 2/3 failed "Session Network Resource Allocation failed"
Mcast_QAM_SrcDef (GQAM #2) 1/12 failed "Session Network Resource Allocation failed"
Ip-Unicast_Qam_SrcDef (GQAM #1) previous failures succeeded

Re-run the failures:
The remaining failures finally succeeded.

It basically took 4 RPS/RPO runs to be 100% successful.

Conditions:
When trying to build out source definitions to GQAMs and MQAMs using RPO.
