Description (partial)

Symptom:
Insertion of TNC-E/TSC-E card into node with release that does support the card,  <9.30, will result in the card no longer being able to boot. The card will continuously try to boot without success.

Conditions:
The USB Host Controller was changed in TNC-E/TSC-E. Hence the drivers for the new USB Host Controller Device(USBHCD) is available in R 930 which is the first SW release for TNC-E/TSC-E cards. The earlier releases do not have those drivers and hence the card can not complete boot procedure.
