Description (partial)

Symptom:
After a period of normal operation control of analog PTZ cameras through a CIVS-SENC video encoder stops, though the camera and encoder are otherwise working normally.

Conditions:
This can occur when the analog camera unexpectedly returns data on the serial connection with the video encoder.  Over time this data can cause a problem processing the PTZ commands from a VSM 7 server.
