Description (partial)

Symptom:
The rate received at the remote end when sending one way traffic( small payload and high rate) through the ATM link is much lesser than compared to what is expected.

Conditions:
The issue occurs when we are using a low platfform like 1941. Tests on 2921 and 3945 showed no issues. Also, after removing IPSEC policy , we could not see any issue.
