Cisco Bug: CSCup79733 - Suppress FIB pending with aggregated routes

Description (partial)

"suppress-fib-pending" feature makes sure BGP routes are programmed first in hardware before using them for advertisement to the neighbors. But BGP aggregates as usual are sent to peers as soon as atleast one more specific is installed in HW without waiting for all specifics.

"suppress-fib-pending" is not going to ensure loss less network for data to aggregate prefixes. So clearly we need both "suppress-fib-pending" and BGP aggregate configuration.
