Description (partial)
Symptom: Enhancement to do not insert overload bit restart in ISIS (after unstatefull SSO - example OIR of active supervisor) Currently overload bit is inserted each time ISIS is started/restarted (this mean even if ISIS do GR restart and traffic is not impacted). Conditions: ISIS overload bit is inserted after unstatefull SSO (this is expected current behaviour)
