Description (partial)

An interface using EVC might see the input-queue increasing until being wedge 
All packets stuck in the input-queue are VTP packet  using the GBPT destination 
(l2 protocol tunnelling )

This issue happens when one of the interface where the packet needs to be forward 
will flap 

>>--l2 tunneling-with VTP packet--->>-upstream--AS901---downstream---AS901

If the downstream flap some packets *might* be stuck in the input-queue
