Description (partial)

Symptom:
Switching off autoneg with GFP-T mapping will cause datapath to shutdown

Conditions:
Steps to reproduce:

1) Create the topology as given in the attched file.
2) Go to CTC->Card view->provisioning->Line tab 
3) Select Mapping mode as GFP-T mode from drop down list.
4) To provision GFP-T mapping, Auto neg option should be enabled and port status should be disabled.

This bug is fixed. GFP-T datapath is independent of the Autoneg state
