This issue was identified during troubleshooting an issue where the SGSN drops PDP during 4G->3G Dual-Stack Handovers

SGSN is comparing the TIO values across the 2 contexts received without considering the TI Flag. In this case, looks like one context was created by UE and another was created by network both with same TIO value of 0 and then if handoff happens to SGSN, SGSN is not accepting one of the PDP, as TIO is same even though TI flag is different. If both contexts are created by UE, obviously the TIO value is unique and hence handoff is successful
It is not just limited to dual stack, probably in this case of dual stack UE most of the times coming with multiple PDNs.
