Symptom:
Qos policy applied on an interface are not matching the traffic counters applicable to their custom classes, but are transmitted in the class-default.

Conditions:
This is only seen when Router IP Traffic Export packet capture is enabled on the same interface.
Issue seen on 7200-NPE-G!
