Unable to download the pre sales collector on windows 7

Problem Discretion:

1.	Partner is unable to download the pre sales collector and getting the error  ?RegDBQueryKey failed?.
2.	Customer does have admin rights on the system on which they were trying to install the software collector and also did run the 'SmartCare set as an administrator.
3.	DNS settings are all working.
4.	The below steps are performed when failed to install SmartCare Pre-Sales collector.
i.	OPSXML servers have been disabled.
ii.	Deleted the SmartCare files in registry.
iii.	Uninstalled MSDE from program files.
iv.	Delete the files under SmartCare under program features.
5.	Machine details.
i.	Windows 7 (32-bit).
6.	   it gets downloaded into an zip folder  and open the zip folder to run set up
           we get an error 'RegDBQueryKey failed'.
7.	Also checked the DNS (Control Panel- Administrative tools -> Data Sources(ODBC) - Click on System DSN tab) and checked any pop-up regarding administration privileges is seen.
8.	Logs and screen shots attached.
9.	Vidya from Arcana team is already aware of the issue.
