Description (partial)

Symptom:
Any ServiceLink inbound message which has :: is truncated. In the ServiceLink Ibound message text any text which appears after the first :: string is stripped.

For example

When the text 

ALS.QA.ENT.MELTEST1111.Queue Status: Queue Destination Created Successfully. Destination:  ALS.QA.ENT.MELTEST1122.
Queue Status: Queue Destination Created Successfully. Destination:  ALS.QA.ENT.MELTEST11
.Queue Status: Destination already exists::Destination:  ALS.QA.ENT.MELTEST12.
Queue Status: Destination already exists::

is updated to a dictionary field value it only updates the following text

ALS.QA.ENT.MELTEST1111.Queue Status: Queue Destination Created Successfully. Destination:  ALS.QA.ENT.MELTEST1122.
Queue Status: Queue Destination Created Successfully. Destination:  ALS.QA.ENT.MELTEST11
.Queue Status: Destination already exists

Conditions:
The ServiceLink message should contain a ::
This issue occurs in Cisco Service Catalog version 9.3.2 all patches ( Also tested with patch 14)
