Description (partial)

Symptom:
Symptom 1:
A 1520 series mesh access point may be unable to associate to a 3700 or 1570 series RAP.  While the MAP is trying to connect, it may log messages similar to the following:

%DOT11-4-CCMP_REPLAY: Client 18e7.28aa.eb0f had 19 AES-CCMP TSC replays
%MESH-3-TIMER_EXPIRED: Mesh Lwapp join timer expired

Symptom 2:
Handheld devices attempting to connect to the 5ghz radio on 2700 & 3700 have intermittent issues completing DHCP.  Upon further inspection of the wireless sniff, found that the DHCP_ACK is sending over the air as 802.11 WEP Data rather than CCMP.  Handheld client is not able to decipher and is not able to complete DHCP.

Conditions:
Symptom 1: Using a 1520 series MAP with a 3700 or 1570 series RAP.

Symptom 2: AP is a 2700 or 3700
