Description (partial)

Symptom:
When bringing up the ethernet link of a pre-existing vPC port-channel towards 
the vPC primary device while the peer-link is down, traffic arriving on this 
port will be dropped.

Conditions:
This issue occurs when the following sequence occurs for a vPC connected 
device:

1)  The link to the vPC primary is shutdown/unplugged.

2)  The peer-link is shutdown/unplugged

3)  The link to the vPC primary comes back up.
