Symptom: Upon reload of the "active" or "master" BNG router handling subscribers, the role is switched to the slave router. But when the old master comes back up and immediately activates its access, then we can lose all subscriber sessions when it takes over mastership. Conditions: A router which is configured by preference to assume "mastership" by making its access interface "active" immediately upon coming up. The SRG role is driven by the underlying access interface role tracked via object-tracking. If there is no "hold-time" or "dampening" configured, then the access interfaces switches immediately without giving time for the router to learn/sync subscriber state from its peer. In such cases, we can lose all subscriber sessions.
