Description (partial)

Symptom:
A dial-peer may be set to a "busyout" state incorrectly even when there is a valid response to the SIP OPTIONS message. This is seen in the 'show dial-peer voice summary' command output.

Conditions:
A dial-peer with the "voice-class sip options-keepalive" command configured and using a DNS SRV defined hostname in the "session target" command. When one of the entries resolved replies to the SIP OPTIONS message with a 503/500 or does not respond and the other replies with 200 OK. 

All IOS versions with the 'options-keepalive' feature are impacted. Starting with 15.0(1)M and up to the latest current IOS release (15.4(2)T).
