Symptom:
Outgoing video becomes frozen indefinitely

Conditions:
Steps:
1. End user launches web browser and navigates to Sample App home page
2. End user login in SP mode and connect
3. End user checked 'with Video' checkbox
4. End user establish video call with another client(device)
5. End user plug out currently active camera
