Description (partial)

Local DNS server may stay down once its registered as dead.  If all your DNS servers are down, this results in 503s to requests being run.

Getting stuck in a down state, is dependant on the type of local DNS server.  The problem in the code is that we run the recovery checks on a request that had failed.  And if a local DNS server didn't answer a query the first, its a query that it may not answer the second time.
