Symptom: Local DNS server may stay down once its registered as dead. If all your DNS servers are down, this results in 503s to requests being run. Conditions: Getting stuck in a down state, is dependant on the type of local DNS server. The problem in the code is that we run the recovery checks on a request that had failed. And if a local DNS server didn't answer a query the first, its a query that it may not answer the second time.
