Description (partial)

Symptom:
1) on 2.4Ghz, an AP3602 operating on channel 1 does not allow a tx power index of 8.

2) An AP3602 on channel 6 and 11 can manually be set to tx power level 8, but will not hold after a reboot. The AP will revert to tx power level 1.

Conditions:
on 2.4Ghz, manually assigning tx power levels.
