Description (partial)

Symptom:
During the following call flow issue is observed:

1. Gy Peers are UP and call is established
2 .CCR-I and CCR-U exchanged and quota is granted
3. We bring the peers DOWN
4. At the next CCR-U time, we are allocated Interim Time 180s and Quota 10MB since the peers are DOWN (triggering servers-unreachable)
5. We bring the peers back UP
6. After 180 seconds, a CCR-U is generated and reports all quota used during the outage as the peers are UP now. CCR-U has a wrong trigger -> "Volume Exausted" instead of "Time Exhausted"
7. We terminate the call
8. The CDRs released should have contained "Time Exhausted" as the service condition change instead of "Volume Exhausted".

Conditions:
servers-unreachable feature is configured along with usage-reporting quotas-to-report based-on-grant cli.
