Description (partial)

Symptom:
SysLog service get stop and failed to restart the service once it's lost contact to the server

Conditions:
That's once the Syslog server service down, then CX syslog also get stop and will never get restart again until either restarting all the services or rebooting.  Then the Syslog service is starting again.
