Description (partial)

If both MPE controllers which are being used by a service are shut down within 5 minutes of each other, new MPE controllers are requested from PAM module but they are not assigned to the service.  The MPE workers are MPE task controllers are no longer monitored as the MPE controllers are down.
The service and and playback through MPE workers continues to work as expected.

When a primary MPE controller is inaccessible for more than 5 minutes it is considered as failed and is released to PAM.  The standby MPE controller is promoted to primary and a new standby controller is requested. The database of the primary controller is replicated to the standby. If both controllers go down within less time of each other the database doesnt get replicated to the new standby. As a result there doesn't exist a valid MPE controller in system. This impacts only monitoring of MPE workers, adding /removing MPE workers and asset workflow configurations
