The issue could not be root caused in time for 5.2.1 release.

Symptom:
ISIS sessions may flap on restart with low hello interval, NSF and NSR configuration.

Conditions:
ISIS sessions may flap if the hello interval is configured to a low value of 3 seconds and both NSF as well as NSR are configured.
