Description (partial) 

Symptom:
"show crypto ipv4 datapath snapshot/realtime non-zero/all" should be more verbose to allow troubleshooting of all exit codes from CEF (if we forward/punt/drop packet to understand exactly why it is happening).

Currently if we forward a packet we just increase:
check input core not consume       31

But we are not sure why is that (is it SPI lookup failed, is this packet non ESP AH packet etc.)
