Cisco Bug: CSCup53622 - BFD w/ fast keep alive flaps on sat access when ICL member added/removed

Known Affected Releases
Symptom: Traffic Impact of 2-6 Sec on SAT Access, Bundle ICL - Mem Added/removed Conditions: 1) Satellite access ports with ICL bundle mode 2) BFD running on satellite access ports at fast keep alive (eg 100ms x 3 timeout) 3) ICL bundle membership is changed (member is added or removed) Note that traffic impact of 2-6 seconds is because BFD flaps and then causes subsequent higher layer traffic convergence. Without BFD being used, the actual traffic impact during a ICL bundle membership addition/ deletion is still sub-second. Further more, if instead of bundle membership configuration change, its just a regular ICL bundle failover then the traffic impact is well below sub-second (typically <200ms altough may depend on type of satellite being used).
