Description (partial)

Symptom:
Alpha user Jim Shepard's phone is currently unregistered. In the web interface, the status says "Failed: No SIP proxy configured," but there are in fact two SIP proxies configured (primary and backup). There's no obvious reason this should be failing, and the status is clearly an error.
