Description (partial)

Symptom:
If ASBR1 in AS 1 receive VPNv4 prefix from PE in AS 1 while same prefix is received from ASBR2 in AS 2 via IPv4 session, ASBR1 does not allocate label for the VPNv4 prefix when advertise it to ASBR2 via EBGP VPNv4 session.

Conditions:
- InterAS OptionB is configured
- VPNv4 prefix is received by ASBR while same prefix is already received via EBGP IPV4 session
